Local Allocations in the American Rescue Plan Act

On March 11, 2021, President Biden signed into law the American Rescue Plan Act (ARPA), delivering $65.1 billion of direct and flexible aid to America’s cities, towns and villages. After a year of advocacy, the National League of Cities (NLC) is proud to deliver this much needed relief for local communities across the nation.

The U.S. Department of the Treasury divided ARPA allocations into two different categories depending on the size of the city, town, or village receiving funds: metropolitan cities and non-entitlement units of local government (NEUs).

The Treasury defines metropolitan cities as local governments that serve populations greater than 50,000 residents. The Treasury provided allocation data and ARPA funds directly to metropolitan cities. The Treasury last updated the metropolitan cities’ data on May 13th, 2021. The Treasury defines non-entitlement units of local government as local governments with a population of 50,000 or less residents. To distribute the ARPA funding, the Treasury is making payments to each state for them to send to their NEUs. Each state independently collected allocation data for NEUs, and the sources of NEU allocations data can be accessed by clicking the “Download Data” button. This dashboard does not contain NEU allocations for states that have not publicly publish NEU allocations data. For more information on NEUs, see the U.S. Treasury’s Allocations Methodology.
